The RAISE PLUS Indefinite Quantity Contract (IQC) provides country-level sector and sub-sector analysis, program design, implementation and evaluation services that stimulate market driven and environmentally sustainable agriculture and natural resource-based rural prosperity. Specifically, RAISE PLUS provides assistance that contributes to sector strategy and program development; trade sector development; policy strategy and program development; input market development; sustainable production; post-harvest storage and processing; product market development and producer organization and enterprise development.

As part of the Abt Associates consortium, ACDI/VOCA provides technical assistance in the areas of private enterprise and trade development, agribusiness development, association and cooperative development, policy reform, financial, banking and microenterprise services. ACDI/VOCA also addresses HIV/AIDS in rural households and communities and empowers rural women through educational programs.
